I checked the IIS Manager and the Default Web Site was stopped. When i tried to start it up, it complained that another program was using the service.

I found out that it was Skype that caused this trouble. You have to go to Tools -> Options -> Advanced ->Connections and disable the option:  ” Use port 80 and 443 as alternatives for incoming connections”
